creative use of "little"?

I am wondering if the following use of "little" was intended as a subtle
euphemism (and putdown).
> "She didn't have the right credentials?" NOW President Terry O'Neill
> scoffed. "I'm thinking to myself, 'Buddy, you and your little panel
> over there don't have the right anatomy to talk about birth control.'"
The comment is in response to Darrel Issa turning down a woman from
being included in a panel that would testify on contraception before
"his" commission. The "approved" panel is entirely male. It certainly
means "underwhelming" here, but does it mean "anatomically
underwhelming" as well?
