Not how I remember the purpose of "The Cone of Silence".  (My
authority: viewing, and Wikipedia.)

I think the whole point is to have discussions only the ins (perhaps
the 1%?) can hear -- in the Romney instance, to keep them away from
the voters.  I hadn't noticed this phrase before, but rather
revealing about him, I think.
