Idle speculation:

I wonder whether the constant use of "on _the_ …" / "off _the_ air"
influenced th L.A. Dept. of Water & Power's use of "on _the_ …" / "off
_the_ line," despite the fact that standard usage, even in the '50's,
in power-plant jargon, was already the
now-familiar-to-everybody-else-too-but-no-longer-written-that-way "on
…" / "off line."

Elsewhere: "Unit 3 is now _on line_."

Los Angeles: "Unit 3 is now _on *the* line_."
