"Charter-member" vs. "chartered member"

My high school's traditional rival, on its W:pedia page, describes
itself as a "_chartered_ member," i.e, "founding-member," of a local
athletic conference in Saint Louis. "Eggcorn!" I thought. But, it
turns out that there really is such a state as "_chartered_ member,"
in the sense of - very roughly - "having earned a charter attesting to
one's mastery of a field, as opposed to one's being merely an
interested amateur." Or something like that.
