Not necessarily.  Many original strips have the balloon words from the
writer (in the case of daily strips, this would usually be the
writer/artist) written loosely in blue pencil, and that is still visible
after the ink lettering is laid in.

So, if this is how Montana worked, his original scripted dialogue would
still be visible underneath.
