It also appears in his 2006 book, _The Kingdom Agenda_, p. 12. GB won't say
whether it's in the 1999 edition.

Evans also observed that "Government is not a human-created institution. It
is a divine institution, and it should be run according to divine rules."
 (He was talking about same-sex marriage. And maybe he said "divine law.")

Could seem like a long, long way from May to November.
