"manifesto" reversal?

The introduction to an interview with Cornel West, in the Boston Globe May 23:

"The educator, activist, and and [sic] former Harvard professor is
touring the country with broadcaster Tavis Smiley to stir up interest
in their new "poverty manifesto" called "The Rich and the Rest of Us."

Are they for or against poverty?

(They are actually for those who are in poverty, and say in their
book that the poor are starting to fight back.  I suppose a "poor
manifesto" wouldn't work, and "manifesto for those in poverty" neither.)
