Top baby names of 2011 and 1911

On the "girl name" list for 2011, "Sophia" ranks first and "Sofia" 19th.  Now those appellations are spelled differently, perhaps suggest different national origins, but are they different names?

On the 1911 list, does no. 20 "Catherine" include "Katherine" and "Katharine" and "Kathryn" and "Kathleen" and "Katrina"?

Who makes these statistical decisions?
