This is the first time I've "heard" this verbal phrase, and it sounds
odd to me too.  Because I associate "level" (noun) with "even;
staying on the same (uhm) level".  As contrasted with "ramp up/down."

And "level" as a verb would be lowering ("raze"), not (uhm) raising.
