Not in OED. Patti Stanger on a re-run of Bravo's  _Millionaire Matchmaker_
advises her clients to "qualify" every girl they meet. And explains that
girls "can qualify a guy in no time."

The overall context suggests the meaning, "to estimate the quality or
suitability of."

The OED entry on "qualify" includes a number of surprising meanings, but
not this creepy one.
