1843 _Monthly Magazine_ Feb. 170 (ProQuest)  Mr. Gray would vest under the control of a government commissioner all the more useful manufactures ... We have not room to explain the details by which it is shown that this great industrial revolution may be advantageously accomplished.

NOTE: It may be that this citation should be put in square brackets in the OED, as it is a somewhat different meaning than the usual one for this term.
