"razzly" = 'congested, coldy'

Anyone familiar with this?  One of our grad students heard it from her grandmother (African-American), but it doesn't seem to show up on google (where I found one irrelevant hit for a meaning approximating 'hassled, frazzled'), and I don't have access to the relevant volume of DARE.
