Phailin, beyond the pale

Cyclone Phailin, a massive cyclone half the size of India and having
sustained winds presently equal to those of Cyclone Odisha, the
strongest cyclone ever recorded in the Bay of Bengal, is headed
toward the east coast of India.

Has this big wind left the U.S. with the intent of similarly
disrupting India, now that the Affordable Care Act, which has
recently been gaining support, is no longer her target?
