In an article dispelling untruths about the Affordable Care Act, Tampa Bay Times reporter Angie Drobnic Holan mentions "dhimmitude," saying it "seems to refer to non-Muslims under Muslim rule" (http://savannahnow.com/column/2013-09-29/politifact-top-16-myths-about-new-health-care-law).
Wikipedia (https://en.wikipedia.org/wiki/Dhimmitude) says this is a neologism from French, coined by Bachir Gemayel in 1982 and introduced into French the following year by Bat Ye'or. Wiktionary (https://en.wiktionary.org/wiki/dhimmitude) dates it to c. 1982.
