"Researchers say they have identified a disorder, sluggish cognitive
tempo, that could swell the ranks of people treated for attention
problems."  (NYTimes, April 12, page 1, teaser blurb.  Article within.)

In other words, "slow learning speed".  One of the diagnostic
criteria, I suppose, will be "gets less than a C-minus in one or more classes."
