Not in OED.

The late John Keegan wrote in _War and Our World_ (1998, pub. 2001) that
one of the principal threats to peace was "junk weapons" in the hands of
third-world armies and guerrillas.

He meant "cheap but effective rifles," like the AK-47, not junky ones.

Another rung up the amelioration ladder for "junk."
