John Avlon of the Daily Beast says on CNN that lame-duck presidents like to
"go full-bull."

I.e., all out.  Not in Urban Dictionary.

Not necessarily the earliest (of many), just the earliest I found in a
30-second scan.

It often appears in bull-market investment contexts:  'go all-out in
expectation of a rise in prices.'
