I encountered the subject term for the first time on two separate occasions at work in the last month, for in-depth reviews of particular topics.  Now, today, it is one of a number of business-type clichés in a Thomson Reuters article

that was linked by Boing Boing.  Seems to have started up around 2001.  Lots of other good ones in the article and associated infographic.
