Taking young girls back to their (mainly African) home countries
during school vacations for "female genital cutting".

E.g., NYTimes, June 11, page 1:  "Immigrant families [to the U.S.]
from African and other nations have long sent daughters to their
ancestral homes for the summer, intending to help them connect with
their families and traditions. During their stays, some girls are
swept into bedrooms or backwoods and subjected to genital cutting ...
'Vacation cutting,' as the practice is deemed by those who oppose it,
has existed in immigrant enclaves around the world for decades."

earliest appearance.  The phrase appears to be absent from Google Books.
