"Moderate Rebels"

It doesn't sound so Orwellian or odd to me. Not all who take up arms are extremists, and armed opposition to the Assad regime would seem to be a rather middle-of-the-road position. "Moderate" is a relative term. Context is everything.

Seems like an appropriately Orwellian construct, good enough to spend $500M on, esp. as they're "appropriately vetted"
