Yesterday afternoon on MSNBC, Jane Kleeb of the environmental group Bold Nebraska, being interviewed by Alex Wagner, in the course of about 15 seconds twice pronounced "permitted" with primary stress on the first syllable.

It sounded very odd to me--but is it to others?
