A match in Google Books suggested that "Tappa Kegga Bru" appeared in
the "National Lampoon" circa 1973.
Many years earlier a fraternity publication printed the phrase. Yet,
an acknowledgment pointed to an even earlier appearance in The
Progressive.

Hell Week
Ernest L. Meyer, writing in the Progressive of
March 7, makes a remarkable case for the elimina-
tion or regeneration of "Hell Week." We are lifting
Mr. Meyer's comments almost bodily as there are no
exhortations or aphorisms that we can add to his
panegyric:
"A few days ago the press was enlivened by a
story from a southern college town. One of the col-
lege fraternities, the story said, had shocked the citi-
zens by compelling a freshman initiate to walk down
the public streets while wearing nothing but a look
of imbecile pleasure at the prospect of soon becoming
a full-blown Tappa Kegga Bru.
