Possibly the utterer is thinking of the Kochs brothers' money in the Justice's pockets. More literal, and less metaphorically mysterious, than the Justices being in the Koch brothers' pockets?

Nice. Yup, another reversal. Make room, "substitute", "let alone", "much less", and friends... (The Justices in question would need deeper pockets than we know about if they're going to fit the Kochs in there.)
