Yes - we have hosted exchange students from Japan, and this gesture has been a staple feature of teen fluff-pop "idol bands"
for at least a decade. For an inception date, one might try scanning through hours of 'AKB48' or even older stuff like 'Morning Musume,'
provided one can withstand long exposures to sugary-chipper music, sung (or at least lip-synched) by a synchronized throng of girls in electrically-colored poodle skirts.

Another gesture seen as early as the mid 80s in Japanese animation is a 'peace sign' type of two-fingered 'V' but held horizontally.
This is placed lateral to one's eye, with the palm out, and is also regarded as cute or somehow endearing.
