Is this name/book-title meant to be a pun?

Here of late, I've begun to notice that there are people who pronounce
"seagull" as though it were spelled

"Siegel."

Daniel Tosh of Comedy Central's "Tosh.0" is one such. But I and mine
pronounce "seagull" as

"sea gull."
