It does remind me a bit of the case of "(not) know that" (used non-factively), which approaches but is not identical to "(not) know whether":

I don't know that I can trust you.  
I don't know whether I can trust you.

The former, but not the latter, is compatible with knowing that you can't be trusted, and so can serve as a kind of euphemism.
