[Ads-l] New York's Boldest

How about New York's Baddest  ('bad' meaning 'good') to describe all of (or the majority of)  NY's municipal workers?

I saw that, too. It's left me wondering it means for a prison-guard to be
the "boldest" of NYC's civil servants.

With any luck, I'll never find out.
