Below is a link to the initial article on the MooseRoots website which
attempted to provide a statistical rationale. (I do not know anything
about baby name databases.) A dramatic graph is shown for each of the
26 baby names discussed.

[Begin excerpt]
Using our first and last names data from the Social Security
Administration , MooseRoots crunched the numbers to find the popular
names that basically* didn’t exist before 2000. We then ranked them by
their popularity (the number of newborns with that name) in 2013.

To learn more about how we got our data, click here.

* Meaning that fewer than 100 newborns were given the name before 2000.
[End excerpt]

I think this means that fewer than 100 newborns per year were given
the name in the databases that the article author consulted.

For example, Vivienne is 26 on the list. When I hear the name I think
of the famous English fashion designer Vivienne Westwood (born
Vivienne Isabel Swire on 8 April 1941 according to Wikipedia).

Here is a link to the MooseRoots article webpage on Vivienne. The
accompanying graph shows data for the United States, England, Wales,
and Scotland.

Fred mentioned some prominent people named King. Here is a link to the
webpage for King. The graph suggests that King was in use before 2000,
but it was not common.
