The headline writer at MooseRoots wrote:

Article: Popular Names That Basically Didn't Exist Before 2000

The headline evolved and the modulating word "basically" was removed
before the information was shared on the ADS list:

Article: 26 Names That Didn't Exist Before 2000

The MooseRoots article included names that occurred fewer than 100
times per year (before 2000) in the birth name databases consulted by
MooseRoots.

Here is a link to the webpage about Norah. It looks like they
performed an exact search for "Norah" and did not consider variant
spellings.

Short link: http://bit.ly/1WLrclW

Further statistical data about Norah is available at the following
link. Click on "Total Newborns" to see a depiction of the explosive
recent popularity of Norah (apparently):

http://names.mooseroots.com/l/196275/Norah#popularity&s=3hfTkj

The database labels were: United States, England and Wales, Northern
Ireland, Norway, Sweden, Scotland, and Belgium. Hence, Ireland was
omitted.
