As I read it:
Expats are fully legal, but not necessarily looking to change citizenship.
Refugees are escaping turmoil in their home country, and entitled, as Amy
pointed out, to certain rights under UN and EU laws. Asylum seekers are
refugees looking for formal status.
Migrants are not necessarily legal, and not looking to change citizenship,
or even residency, but are crossing borders for economic reasons.
