Grammatical, but usually with the meaning "This sentence is no verb", not "This sentence has no verb" (or even "This sentence was no verb", since it's generally present tense copulas that are not explicitly expressed).  Ellipsis of finite verbs and auxiliaries in Headline English is broader.
