I can't interpret the added "context" as mitigating the ignorance of Haley's continuation.

""When it comes to legal immigration, we've never, in the history of this country, passed any laws or done anything based on race or religion."

Even excluding laws based on race or religion that were not associated with immigration (e.g., slavery, "black codes", Jim Crow, internment of Japanese), there were laws based on race (to which I would add ethnicity) or religion related to immigration (e.g., Chinese, Eastern Europeans -- meaning preeminently Jews, Japanese during the internment period, blacks during the colonial period).  And as Larry wrote previously, "More than few, I'd say, although perhaps someone with a more detailed knowledge of the history of restrictive immigration laws and policies ... might chime in usefully."

Additionally, I doubt whether Haley really was thinking about laws specifically related to immigration.  Rather, more generally that "never, in the history of this country" have we "passed any laws or done anything based on race or religion."

As I mentioned yesterday, but we're now (since Dan Goncharoff's observation about the context) considering Haley's comments within the scope of the first part of her sentence, "When it comes to legal immigration..."
