This strikes me as by-now-ordinary exceptional degree marking with "of", 
but paired with a reanalysis:
[hot button] issue ==> hot [button issue]
Perhaps a "button issue" is one that "pushes people's buttons". The 
question is: Would Chuck Todd find the following grammatical?
1. These are some hot topics and button issues.
2. This is one button issue that's really hot.
