The same language earlier appeared in a longer-form letter to the editor in a Shamokin Pennsylvania paper; reprinted from a Portage Pennsylvania newspaper; but it also does not name the "neo-philosopher" credited with the phrase:
"The United States has a new therapy for world problems: Spending. As a neo-philosopher recently said, the idea prevails in Washington that, if you throw money at your problems, they disappear. But those in high places who are handing out the social benefits, taxing some to poverty and making all the people equal even though some are more willing to work than others, are benefiting most of all from their programs. They know that a majority of voters will support them if they think they're getting something for nothing. - Portage, Pa., Dispatch."
