Maybe he really meant a reflective belt such as the (U.S.) Army has been 
insisting on for all physical training in recent years.

In a letter to the Boston Globe today, the writer says he would never risk 
his life riding a bike in Boston.  In one of several sentences describing 
his various safety precautions, he writes "It's why I always wear a seat 
belt and look both ways before crossing the street."

I haven't been downtown recently, so perhaps I missed the installation of 
the zip lines.
