Why "conceptually" rather than "virtually", or "actually", or "factually", or "eventually", or "perpetually"?  Maybe it's just that -ally is found in various adverbial forms, some of which appear as -tually because of a /tu/ in the adjectival (or nominal) stem?  I agree that there's influence, but not necessarily from a single lexical item.
