FWIW, only this sentence strikes me as strange. Cf.

"lacks partial understanding of the problem"

which is a real thigh-slapper, IMO.

OTOH,

"has partial understanding of the problem"

is all right, better than

"partially understands the problem."

Of course, I'm not a native-speaker of the relevant variety/code of English.
