Referring to the Manchester bombing, "Eight total people are now under arrest."  WCVB (Channel 5) Boston, local news, 5 PM segment.

To be distinguished, I suppose, from all of some people but only parts of others.

To be totally gross and unacceptable, perhaps only parts of the bomber are under arrest.  Or perhaps the only part of him arrested is his heart.
