Given that these roads loop around town and that belts slip through loops, perhaps it’s only fair such bypass roads are often called Loops.  By the 1960s and possibly earlier, Rochester, NY sported both an Inner Loop and an Outer Loop.  (Not for public transportation like the Chicago Loop.)
