I have heard it used here in Wyoming, actually about a friend of mine. He and his brother moved here from rural Wisconsin, and the Wyoming locals said they called him “Highwater Cal” because his pants barely hit his ankles. 

He *does* have more leg than torso, and the right length pants are hard to find.
