The proverb or metaphor or whatever is "close only counts in horseshoes and hand grenades".  The article I was quoting said something like "Close only counts in horseshoes hand grenades and the Arizona 8th".  Apparently the article was taken down before you tried to read it (well, the URL said DAILY/Intelligencer).

Sorry for the confusion.
