I actually would only get the crash blossomy reading (if at all) if the headline read

> "Elderly White Voters Are Starting to Turn On the GOP”

For some reason, I’d only read the “on” as a particle (= turn the GOP on) if it’s upper-cased.  The way it was printed, I only get the (intended) prepositional reading, with the “on” de-stressed.
