(also put someone on (the) shine, shine it on, shine on someone)
[euph. shit n. (1)]
(US black) to ignore, to disdain.
1968-

I'm familiar with _shine someone on_ "brush someone off, snub,, refuse
a request," etc. and _shine it on_ "ignore it, don't let it bother
you, shake it off," etc.

The UD:
To shine on
To decline an offer. Probably derived from cops or emergency people
waving traffic past an accident scene at night with flashlights.
["Probably"? Nuts!]
He tried to hit on me but I just shined him on.

As chance, would have it, I've made three attempts to submit this
phrase to the UD and, three times, they, to quote the mother of a
friend of mine, "shined my black ass on," saying that the phrase was
"too old" to be accepted as a relevant instance of the lingo of the
youth of today. My mistake was that I noted when I had first heard the
expression, ca. 1962, and provided a dated reference.

Every time we seen each other, he said hello, but I come up here and
saw him for the first time since I been here. . . . and he just
_shined me on_ and says "Make it." So I took off. I'm gonna have
trouble with him, I know that.

How staff can help a boy to adjust to his peer group was described by
one boy: David-- When I first come here, I had a little trouble. No
one talked to me, at first. IS THAT WHAT YOU CALL "SHINED YOU ON?"
Yes, sir.

So, like this group, any group may not dig your vibe, tune you out, or
even _shine you on_. You feel put down and your ego is messed up.

to come from the mouths of people who have had to live.
