In Aine Collier, The Humble Little Condom: A History (Amherst: Prometheus Books, 2007, pages 67-68:
"In 1666, the year of the Great Fire of London, the English Birth Rate Commission officially documented the condom's popular use throughout [/] the country by explaining the significant decrease in births at the time was due to the use of "condons."

The national Birth-Rate Commission was much later. Various post 2007 pages repeat this claim.
