The Philadelphia Inquirer Sunday March 3, 2019 page A5 had the headline
"Taking on haters from the inside: A black civil rights activist took over a neo-Nazi group and has moved to self-incriminate it."

Is it just me, or is there something ungrammatical about this headline?
