In Beau Monga’s first performance in 2015 on X Factor NZ (https://www.youtube.com/watch?v=4y53WtXlfss <https://www.youtube.com/watch?v=4y53WtXlfss>), Monga uses a loop pedal to record his voice during his performance. In a subsequent performance (https://www.youtube.com/watch?v=oA4HyOYRQwc <https://www.youtube.com/watch?v=oA4HyOYRQwc>, 3:25), one of the judges notes that he didn’t use the “loop pedal.” There is no loop pedal on the stage at that time and no explanation is given as to what a loop pedal is.
Wiktionary (https://en.wiktionary.org/wiki/loop_pedal <https://en.wiktionary.org/wiki/loop_pedal>) has citations back to 2011. The OED and Merriam-Webster do not have an entry for “loop pedal.”
Looking at Google Books, there are citations from around 2006, but I cannot pull up any snippet views of them.

Searching for 2012, 2013 and 2014, it looks like this is no later than 2013.
