Not sure if Sloogie is the same game as Salugi. The spelling seems (to me) plausible, and it's attested in NY (at P.S. 28, which could be located if anyone cares to), though apparently it's not a relay race strictly speaking, if the text means that--which it does not necessarily mean (Alley Ball's not a race either?).
<start> The Boy's Game Club, consisting of 20 members, divided into the Red and Blue teams. The members are pupils of the third and fourth years. They have been learning varieties of relay races, such as the Potato Race, All Up, Alley Ball, and Sloogie. <end>
Annual report of the Superintendent of Schools / Board of Education, the City of New York. 16 (1914) p. 458. [1]

PS Even if irrelevant here--not saluki in the middle--salugi is a multiply-attested spelling of saluki.
