[Ads-l] Donald J. Trump Quotes from 2019-2020

It seems like there should be a question mark, but I took my text from the Public Papers of the Presidents, which had no question mark.  Some other major sources also lacked the question mark.

I'm not saying that anything nefarious happened with the official transcription in this instance, but, given the current Administration's very distant relationship with the truth, I wonder whether there have been any issues with reliability of official transcripts.

Should that have a “?” As I recall, he had looked over at Dr. Birx before
this statement and it was said as if it were a question.
