Way back in June 2018 Ben Zimmer kindly brought my attention to a
tweet by top slang  and quotation researcher Jonathon Green containing
a wonderful 1880 citation showing an instance of a quip that falls
within a family of jokes that is often associated with Winston


The Quote Investigator website now has an article on this topic
containing some additional earlier citations.


Here is the initial citation I have found which is dated 1863.

The QI website also has an antique article from 2011 focused on the
Churchill anecdote which has now been updated.
