The point is to exclude men who are "really" women without saying something
like, "those born with two X chromosomes" or "those born without a Y
chromosome" or some such.

This construction is common among the LGBTQ+ community and their allies in
discussions of trans people, whether transgender (change in
self-presentation, i.e. clothing, mannerisms, preference in pronouns, etc.)
or transsexual (physical, medically managed change, generally with hormone
treatments and often surgery). The assignment of gender at birth, typically
by the delivering physician or midwife, is almost always based on the
physical appearance of the genitals rather than any genetic analysis. It is
not used for "political correctness" or for categorizing "*real*
women/men", but rather in describing part of a person's "gender history".
